ACIAR VIETNAM PROGRAM
StrategyACIAR's Vietnam program strategy emphasises research to assist the enhancement
of farm incomes through crop diversification within farming systems and of
exports through the improvement of the quality of supported by research on
policy frameworks and market chain incentives in underpinning agricultural
development. The program also addresses the importance of fisheries in nutrition
and export growth., along with the need for establishment of technology for
reforestation and economic management of forestry plantations.
Position
- ACIAR's program in Vietnam commenced in 1993, and that time a significant
program in forestry, land and water resources, animal science, crop
sciences, fisheries and post-harvest has emerged. While training remains very
importance there has been an evolution from a predominant emphasis on
capacity building to one of practice farmer and policy impact.
- Some successes include improvements to rice-shrimp farming, integration of
mangrove forestry and shrimp production, improvement to inland fisheries,
rat control, fast-growing acacias, introduction of improved Leucaena for
animal fodder, better irrigation management and control of citrus pests.
Many of the technologies arising from these projects are being applied and
capacity developed in R&D and extension through the AusAID CARD program.
- Several new projects focus on extension or adaptation of outputs from
earlier ACIAR projects in Vietnam and elsewhere in the religion.
Nevertheless considerable efforts are still under way to train scientists
and to build up research institutions.
ACIAR has a program of consultations with partner countries
on a four-year rolling basis to establish priorities research collaboration. The
most recent such consultation with Vietnam was held in March 2000; the
full record of consultation is at www.aciar.gov.au/projects/priorities/Vietnam.doc.
During 2003/04. New projects will be considered in the areas of Agricultural
economics and development policy, animal sciences, crop protection and post
harvest technology, fisheries and forestry. At the March 2000 consultation,
the research issues below were given priority and the current portfolio of
projects largely reflects this emphasis:
