Minster of Agriculture and Rural Development chairs and coordinates with Minister of Home Affairs to design out the arrangement and management plan for institutes, schools and other non-business units under jurisdiction of MARD and then submit it to the Prime Minister for decision before 30 June 2004. Whilst the Prime Minister has not yet made new decision, non-business and functional units shall operate as regulated by existing laws.
